Upgrading from Office 2000

I am going to upgrade from Office 2000, Standard Edition
to Office 2003, Standard Edition. I also want to add
ACCESS 2003. According to the Microsoft website, I am
entitled to buy the UPGRADE version of ACCESS 2003. How is
that possible, since the Standard version of Office 2000
does not include ACCESS? Don't I have to buy the FULL
version of ACCESS?

On my PC, I upgraded from Office 2000 Small Business (no ACCESS) to Office
XP Professional (with ACCESS) using the upgrade version of Office XP. No
problems.....

The same happens with other tools: the ones who have Visual Basic 6 can
upgrade to Visual Studio.NET (full pack).
