Upgraded from 2000 to 2003 and lost folders ...

Hello,

I just upgraded from 2000 to 2003 and lost folders. I
had a folder structure that had a contact folder, and
then all the mail from those contacts in individaul
folders under that folder. I have lost all the folders
that were under the contact folders.

How may I retrieve them?

Explain how you upgraded. Explain how you migrated your data. Upgrades do
not lose data.
 
The new version of outlook seems to ignore any folder
under a contact folder. So, I don't think it is lost as
much as there is no way to get to it.

Ignores it how? Are these Contact subfolders empty or just not appearing in
the address book view? You do need to re-enable them as email address books
in their properties.

And what was that? I have just upgraded to Outlook 2003 and lost all my Personal Folders and Contact list. It is devastating! Where are they?
 
You didn't lose anything. Your old PST file will still be there. The new
installation just created a new one. Search for your old one and configure
Outlook to use it instead.
