Upgrade to XP, modem won't work

I recently upgraded my computer from win 98 to win XP
home. Everything works except the modem. Windows XP even
says the modem works. It shows up in the device manager
and I can query the modem successfully. It is installed
on COM3 and looks to be configured just fine. It is using
the current driver.

The problem is when I try to create a new network
connection. The 'connect' command on the connection is
disabled and the connection says connect using: "modem
(COM1) - unknown device"

I've contacted microsoft support. They think the problem
is related to the OEM modem being a non-PNP and is being
installed by the OS automatically. (it's the same modem,
though its now using a win XP driver and is recognized
and installed by the OS) They told me to uninstall the
device, remove OEM*.inf from the /windows/inf directory,
then restart and it should be fine.

sounds good, but it didn't work. (I've also removed OEM*
files fromt the /windows/inf directory, and see the same
results.)

I found some registry keys HKLM/SYstem/CCS/enum/root/
Legacy_VPCTCOM Legacy_VVOICE and LEGACY_VMODEM that look
modem related. I deleted these, but all were recreated
with a restart.

How old is this modem...???

The original modem is about 4 years old. But, I've
purchased a new one and see the same behavior. XP
recognizes it, I can query it and it's on COM3, but new
dial up connections still point to 'modem (COM1) -
unknown device'
