Upgrade Japanese Vista Business to US Ultimate

Can I upgrade a PC with a Japanese Vista Business OEM install to Ultimate
using a US Vista Ultimate upgrade version? If that works, can I also use a US
Vista Ultimate full version to upgrade a Japanese Vista Business OEM?

I'm asking as I recently purchased a Panasonic R6 in Tokyo, which comes with
a Japanese Vista Business OEM version. I'd prefer to do an upgrade versus a
clean install in order to not have to redo all the drivers.

Nope, it won't work. You would need to do a clean install (not an upgrade)
if you want to change languages.
