The only way to make your NT 4.0 PDC a BDC is to promote a NT 4.0 BDC to PDC
to take it's place.

I would set up a "box" install NT 4.0 on it as a BDC while connected to your
existing network, promote it to PDC (now your existing PDC is demoted to
BDC) then upgrade it to Win 2k and AD (you will need DNS). Once you have
your AD domain up you can then run dcpromo on your existing Win 2k server to
make it a DC, transfer the FSMO roles to this server, run dcpromo on the
"box" to remove AD then remove it from the domain. You will be left with
your original Win 2k member server promoted to DC and your original NT 4.0
PDC demoted to BDC.

In order for this to work you MUST set up a DNS server
