Can an existing XP in Spanish (home v.sp2) be upgraded to XP Pro v.sp2 in
English.

No. You'll need to purchase a "Full English Version" of
Windows XP Professional and perform a "clean install".

I also need to upgrade from XP Home to XP Pro (Chinese to English). Do I also
need to buy the Full version, not the Upgrade version?

You'll need the full version, there is no upgrade path between language
versions.
