upgrade FP to 2003-not working properly

I'm fairly new to using frontpage-recently upgraded to FP2003-I've noticed
that there is no insertion point visible when editing in Design mode-I'm not
able to insert "Date/Time"-both of which worked in FP2000-also not able to
use word art?
any ideas-I've tried reloading the software and have all the latest
upgradeds from the website
 
Did you configure Tool Page Authoring to allow FP Author Time Web Components and VML, plus set your browser to IE only (for word
art)
