When installing XP Pro, is it best to have the Administrator download
updates or a user with administrative priviledges? Should the user also
install all the programs or should the administrator? Or does it matter?

It doesn't matter. Since you should not be using the hidden administrator
account on a daily basis, I find it easier to just do all installs and
updates using my user with admin rights, instead of logging out and then
logging into the admin account and then doing installs or updates.

means the same. There is no difference except that the administrator is the
build in account whereas the user is a created one granted administrative
privileges.
And remember that any one with administrative privileges can make global
changes to the entire system. And updates can be installed only by an
administrator or a user with administrative rights.

In most cases, having Admin priviledges is best as only they can
update system files or drivers and have access to c:\windows folder.
