This symptom is often caused by a 3rd party program - most often Antivirus,
preventing updates to files. To troublesoot this you need to temporarily
disable Antivirus, or other programs that could be conflicting with the
update install.
Another possible cause is insufficient permissions - often permissions on a
registry key are too restrictive. You can discover if that is the cause by
reviewing the update log file in the windows folder. The file will have
aname like KB820291.log, where the number of the KB will correspond with
the update being installed. Look for ones that have a date of today (or
when you are trying to do the install).
