Update KB954430 keep asking to be installed

I have closed down completely several times and I constantly get icon saying
need to install. Also, I believe as a result of this, I am unable to contact
Microsoft help. When I get to e-mail or chat it just keeps loading and never
does take the data shown. In Automatic Updates it shows this has been
installed several times. Would appreciate any help; thank you.
