sfc /scannow did not fix it.

a SlipStream with SP2 did not fix it. In fact:

IE7B is gone and I cannot install ANY IE, nor can I defrag the partitions
as IE is REQUIRED to run 'defrag'.

The question now is: can I do a "Clean Install" on c:\ (DISK1_VOL1)?

If not, the other three (3) partitions [120MB] will need to be backed-up:
171 CD's @ 15 minutes each= 42.75 . . . consecutive hours. About one (1)
week, if one works six (6) hours per day. Not something anyone looks
forward to. :-(

Before you clean install..... let's get IE running or you won't be able to
get online at all. You tried to Repair Install without removing IE7
first.... oh that's an oops because after that no IE will work.

Find a friend's PC that has IE7 on it. In the Windows folder, look for the
folder $NTUninstallie7beta2$

Burn it to CD. Take the CD to your PC and copy the entire folder into the
C:\Windows directory

Once it's there, click on that folder and then on the subfolder spuninst.
Click on the file spuninst.exe

Reboot the PC. You should now be rid of IE7 and back to IE6. If you want
IE7 again, go redownload and install it.

The problem arises because the Repair Install of XP removes IE7 from
Add/Remove in the Control Panel and also removes the $NTUninstallie7beta2$
folder.
