Up grade backup server to primary server

I once had a primary server using Windows Server 2000 and
a backup server using Windows Server 2000. An I.T. person
erased the primary server and made it a client . Now the
backup is looking for the primary. We are now unable to
add new accounts to the server as we have also hit our
4,000 accounts limit. I have erased some of the unused
accounts to get below the 4,000 limit but still unable to
add accounts. Whenever I go to add an account I get this
message "Windows cannot create the object the directory
service has exhausted the pool of relative identifiers".
How can I go about making the secondary server the primary
server in order for the computer erases deleted accounts
and add new accounts? Thanking everyone in advance, John

I may not have the right newsgroup as there are so many. I
have a DOMAIN server that I need help on. If this is not
the right place then please direct me to the correct one.
