Windows Mail Detects my primary server messages but doesn't downlo

Since yesterday, when I hit Send/Receive, the messages from my secondary
account are downloaded OK, and when my primary account comes up, I get a
message "Downloading Message 1 of 6", but the messages don't come in. After
60 seconds I get a message that the server is not responding, and if I wait,
it finally times out. I can send e-mails OK from Windows Mail. My OS is
Vista Home Premium.

I deleted the account and recreated it, but that hasn't solved the problem.
I called my ISP and after an hour on the phone, they said the problem must be
in Windows Mail. They suggested I go back to Outlook Express.

Any suggestions?

This is a common symptom exhibited by an incompatible Anti Virus email
scanner. Any chance you're running an A/V application setup to scan your
email?

That typically indicates a 'stuck' email on the server.
Log in via webmail (using your browser), sort the messages there by date,
delete all the older ones you already have downloaded, plus one more.
Try Windows Mail again.
