Unwated Explorer Message

I have internet access via cable modem. About a week ago
I started getting a message with a blue header bar at the
the top that says: Reminder Suday (or whatever day of the
week it is)November 9 etc..(in all instances it begins
with Reminder followed by the day of the week which is
followed by the date and time.
The body of the message is headed with the small "i" logo
to the left of this: The page cannot be displayed
The body of the message is lengthy, basically telling me
that the website is currently unavailable, with possible
options (click refresh, etc.)
The problem is, this message comes up whether I have
Internet Explorer open or not! And I cannot get rid of
it! There is no "X" in the upper right hand corner of the
message box, and right-clicking on the bottom bar of my
screen (next to the green-background "start" box) does
absolutely nothing at all.
The message will not go away. And if I shut down my
computer, it just pops right back up again.
What do I do?
