unwanted toolbars

Recently when I log on to the internet, or even want to
work in Windows Explorer, I get extra toolbars. One is
called Hotbar, and the other is called My Way Speedbar.
I can get rid of them by right-clicking in the toolbar
area and unclicking the ones I want to get rid of. How
do I set up Windows so these toolbars don't load in the
first place?

These files are spyware that have gotten on to your computer.
Check your Control Panel -> Add/Remove programs for those program's
uninstall button to try to get rid of them.
If not then check this site on fighting these programs on your computer.
