Unwanted startup program

A user returned a computer with a program that starts
automatically. We don't want this program to start
automatically. I can't seem to stop it. Places I have
checked for automatic startup:

- Autoxec.bat (Does not exist.)
- Win.ini

- All Users/Startup
- User/Startup
- Default/Startup

- Registry: HKEY...\Run
- Registry: HKEY...\Run Once

- Policy for system and user.

There is a service which is not on other machines and may
be this program starting. I have disabled that service
and the program still starts. I don't know how to remove
this service.

Any ideas where this thing could be hiding?

If you can identify it in task manager how's about just
searching for it in the registry?
