Unwanted reboot

I have just installed XP on my PC. The problem is that whenever I hit "Turn
off" it restarts instead, so now I have to be ready to push the power btn.
when I hear the POST beep to turn it off.
The PC had Win Me before, and it worked without any problems. I formatted
the C: drive and started from fresh.

Hardware:
Soltek SL-SPE2-L w. onboard LAN and 5.1 sound.
P4 2,6 800
512 MB DDR 400
Radeon 9200 VIVO 128 MB
120 GB Maxtor S-ATA
80 GB Seagate IDE
Pioneer DVD
Plextor CD-R

The PC has three extra 80 mm. fans installed and CPU temp is 37 degrees C
idle (about 98 F, I think), so heat is not the problem.

I have the latest Catalyst driver, Win XP is fully updated and I have only
installed a few other programs such as QuickTime 6 and MediaPlayer 9.

Any thoughts?
