When I access a www.Microsoft.com page, I get a file
download box that tries to download a file called "/".
Cancelling the download leaves me with a blank page and
nothing else loads.
How do I fix this? The browser (IE6SP1) works fine
everywhere else I go.

John,
The first thing to do is to scan your system for the possibility of
unknown\unwanted spyware or parasites that may be causing your problem(s).
