Unwanted Backround

We have an issue where one of our users sees a desktop
backround(which she doesn't want) after she enters her
logon info but before her actual backround comes up. Any
ideas on how to remove this?

Disable Active Desktop, THEN change the background to None and apply
Then turn Active Desktop back on.
