Unread Messages Getting Deleted Automatically

After upgrading from Outlook 2000 to Outlook 2003, I have several users
indicating unread messages are appearing in their deleted items. Has anyone
else seen this problem?

It has been reported here before, yes. Google Groups can help you find the
prior postings.
 
This doesn't happen all the time, so I know it is not a view, which appears
to be a lot of the answers on prior posts.

Views can't move messages. Rules do.
 
It's not a rule either, some users have no rules. At first I thought it was
user error, but a lot of users are complaining, so thought it was some bug in
Outlook 2003.

Just to make sure, have one of them start Outlook with the /cleanrules
command line switch.
