If you have a MS retail copy of XP Home, the recovery console can be
accessed by booting from the CD. But it sounds like you may have a
pre-installed version of XP on your machine. Pre-installed versions
and OEM recovery CDs usually do not have a way to run the recovery
console. And as far as I know, there is no way to download it from
MS. What kind of CD (if any) was provided by the maker of your PC?

Where can you get CD's to reinstall whatever is needed such as the Recovery Console? Is this the same as the "Restore" disks? I lost mine and can't locate them. What do I do now

I can't get my machine to come up at all and I don't have the disks. What do I do now

You need to contact the OEM maker of your PC to order another set of
restore disks.
