Unmatched files

I keep getting the blue arrow next to some of the files. They
say "unmatched". I have tried to re-publish them, and also to "synchronize"
the site. Keeps happening.

A few things to try:

Open the live (remote) site and run Tools->Recalculate Hyperlinks
Do the same on the local site.

Download FP Cleaner from http://www.95isalive.com/fixes/fpclean.htm

Run the options to delete Hidden Web Cache files and delete Hidden
Temporary Files.

Then open FP, Publish All followed by Publish Changes Only

Not sure I understand how to open just the live remote site. I go to
file\open site. On the bottom I click remote web site. My log in comes up.
Click that. Now they both show up. Local on left and remote on right. How
do I just select the remote/local?

On that last screen is a link labelled similar to "Open your Remote web
site in FrontPage"
Click that, and the remote site will open.

Tried that. Still not working. When I did a Publish All, I got the error
message:
Server error: cannot change permissions on file "index.html"

Ok. I did all that. I also tried Stefan's suggestion. Still not working.
When I did a Publish All, I got the error message:

OK, I called the host and him to run a server FP SE health check. He told
me to uninstall FP Extensions and then Re-install them. I did that and I
still get the message:

Server error: cannot change permissions on file "index.html"

when doing a complete publish. I still have files in conflict, 1-gif,
1-jpg, favicon.ico, form_results.csv, and now index.htm.cnt. This last one
was not there before.
