Unlocked Cells in Protected Sheet

When i have set a protection in a sheet, i can change the fill color, font,
etc in the unlocked cells?
 
You can choose what is protected and what is not protected. Just follow the
prompts: Tools > Protection > Protect Sheet. Then you decide what you want
users to have access to.

You have a question mark at the end of a declarative.

Which is it?

A question or a statement?

I will assume a question.

If you have allowed users to "select ulocked cells" and "format cells" then you
can format those cells only.
