Unkwnown Application Errors

Hello:

I'm getting application errors on software that I'm not
even running, I think, and the messages these errors
prompt do not go away when I click OK. They stay on screen
and the only way I can get rid of them is by rebooting
Windows.

The apps and errors are:
Msng32.exe - Application Error
Failed to initialize properly (0oxc0000142)

Net.exe - Application Error
Failed to initialized properly (0xc0000142)
