I recently had to uninstall a printer and received an email from the
manufacturer that took me to the windows folder C:documentsand settings\all
users\application data and I found 231 folders with this name-ntuninstall, in
checking the contets they still have a lot of bits and bites in them. My
computer is 7 years old and I'm running out of RAM, can I get rid of these
folders?

Did they tell you in the email that you could or should delete the files?

Really you should ask your question in a group with .Windows in the
name. This group, microsoft.public.dotnet.general is for software
development questions with dotnet tools.
