Can I uninstall Windows Defender from the Recovery Console. I installed the
software and on reboot the system went into a Startup Menu loop. The system
will not boot to Safe Mode or Normal Mode.

You should be able to set the Windows Defender Service to "disabled" in
recovery console.

I don't have any idea what is happening on your system, or whether that
change will help, but I do know that there are recovery console commands to
control service startup--and that may be worth trying.

Try:

disable windefend <enter>

It will output the old start-type of the service, which you should record so
that it can be reset if needed later.
