Uninstall Windows Washer

I got an error message when trying to uninstall Windows Washer in Add or
Remove Programs. It stated that I may have already uninstalled the program.
Also, I was asked if I wanted to remove the MESSAGE.

I must uninstall the program in Add or Remove Programs.

I never uninstalled Windows Washer...and I do not want to remove the
message. How can I remove Windows Washer?

You could contact Window Washer's publisher, but if the uninstaller's
broken, you may well simply need to re-install it to the same location, and
then immediately uninstall it.
