unexplainable system failure on shutdown (non hardware)

I have been having a problem ever since around about September 2006 with my
version of Windows XP SP2 which I have been contently using since around May
2006. In september my computer crashed caused by an unknown virus and i had
to reinstall xp pro with a phone call key instead of the internet connection
which u can only use once. And from then on after i installed a certain
something which i don't have a clue the computer won't shut down when i press
shut down it just reboots. and to test if it was system failure i changed it
so i doesn't reboot on system failure and it just stops at nothin a black
screen with a fairly large white mouse on the far right. so i have no idea
how to fix it i've tried installing xp a couple of times to refresh or undo
the problem but it won't happen so does anyone have any solutions or ideas as
to whats causing the problem and how i could solve it thanks it would be much
appreciated.
