underling the tab character in heading styles

I am using Word 2003 SP2.

I am using a heading style to generate # tab heading. I know how to
underline the # and the text of the heading, but can't underline the
space between the two.

First of all you have to declare some tab stops.
Are you using a style for your headings? If you are not you should really
consider looking in to what styles is and what benefits it brings you.

Anyway to do this with direct formatting:
1: Format | Paragraph | Tabs (in the bottom left)

2 :Set the distance for your tab stop in the tab stop position.
Select the alignment and finally the leader as a the line (4)

Press set.

If you are using styles.
Modify the style for your heading
In the modification dialog you will find
Format | Tabs

And do as I described from number 2.
