"undeliverable" system administrator message in outlook

I am getting this message from (apparently) my own windows 2000 "system administrator":
Your message did not reach some or all of the intended recipients.

Subject: FW: Norton AntiVirus News Bulletin

Sent: 8/22/2003 9:22 PM

The following recipient(s) could not be reached:

'(e-mail address removed)' on 8/22/2003 9:23 PM

553 sorry, that domain isn't in my list of allowed rcpthosts (#5.7.1)

The addresses (I changed them for this message, of course) are legitimate email addresses that I've emailed before from this computer. I am not running an SMTP server locally, and i shut down my IIS localhost development server on this box.

Does anyone have a clue what the heck is going on here? I even did a "detect and repair" on Outlook 2002.
I'm running win2000 SP4 and OfficeXP.

If you are not running an SMTP server on your local box, and which SMTP
server is Outlook using? If you are using your ISP's SMTP server, then I
suggest you contact them - there may be a problem with either your ISP's
SMTP server, or the remote SMTP server.
