Unchangable password?

Can a password be created that cannot be changed easily? I am trying to
create WORD, EXCEL, and ACCESS files where others cannot easily change
passwords once in the file. I appreciate any help. Thanks
 
The password is only meant to be secure against opening the file, not
against what can be done by a user with a password once it is open.

The way you secure rights to change files is in the Operating System. Talk to
your administrator. I can not recommend you to fiddle with Permissions, as
you could easily lock yourself out.
