unattend.txt and [RegionalSettings]

My [RegionalSettings]section of my file unattend.txt contain:

[RegionalSettings]
SystemLocale=0c0c
UserLocale=0c0c
InputLocale=0c0c:00001009

When XP install himself, he install all ok exept keyboard, he install me an
"Anglais (Canada) - Français (Canada)" keyboard and an "Français (Canada) -
Français (Canada)" keyboard. With InputLocale i ask to install "Français
(Canada) - Français (Canada)" only, why the "Anglais (Canada) - Français
(Canada)" is added?

In my registry there is 2 key

0c0c : 0001 1009
0c0c : 0000 1009 <--- the good one

Why the second keyboard is install?

I just have the below in my unattended.txt for English:

[RegionalSettings]
LanguageGroup=1
SystemLocale=00000809
UserLocale=00000809
InputLocale=0809:00000809
