Unable to view secure websites

HELP!!!!!!!!
I can get on the internet and view most websites but I
can't get on what I think are 'secured' links and I can't
figure out why. When I try to get on a website or link
that is secure I get the following:

"The page cannot be displayed
The page you are looking for is currently unavailable.
The Web site might be experiencing technical
difficulties, or you may need to adjust your browser
settings."

I tried all their suggestions and called my internet
provider (Verizon DSL) who said the connections are fine
and it's not their problem because I can access the
internet.
I have spent several hours with Dell since last Friday
and haven't been able to resolve this matter, telling me
I will probably have to save all my files and reload
Windows XP.

If anyone can help me PLEASE do ASAP!!!!!!!!
