Unable to view files, can only 'Save As'

I'm using a programme that theoretically will let me view
a file by opening it in it's application. When I click to
view the file I get the option to Open or Save the file.
Clicking on Open only brings up the Save As dialogue box.
I'm using Windows 2000 and IE6 with all latest updates
installed
 
Not really mysterious just a web based document store
called eProject. It's not an unusual thing to try and do.
