Unable to turn off the computer.

Problem: I cant turn the computer off

And there is a file wich just wont be deleted. The files called gta setup launcher and a friend unfortunally downloaded it from Kazaa.

Does anyone know what to do?
 
Click "shutdown", wait until the screen turns black, then press the power
button for 10 seconds.

Reboot in Safe Mode (press F8 during the boot phase), then delete the locked
file.
