Unable to 'turn off' PC

Hi:
I am NOT able to 'turn off,' nor 'Restart.' Only I can do is 'Stand by'
which I do not need. Also, when I try to start, the screen popping up as
follow:

"Hardware Profile/Configuration Recovery Menu
Your system is not starting correctly, then you may switch to a ...."

Is this to be 'Hardware failure?' PC is only one year old and I do not use
it often.

Any helps on this would be greatly appreciated.

What is the rest of the sentence "... then you may switch to a ..."?

When you say it won't "turn off" nor "restart" do you mean that those
options are not available when you go to Start/Turn Off Computer or they
are available but just don't do anything when you click on them? In
either case, it's probably the power supply. Try replacing it with a
known good one and see if it clears up the problem.

This menu allows you to select a hardware profile
to be used when Windows NT is started.

If your system is not starting correctly, then you may switch to a
previous system configuration, which may overcome startup problems.

IMPORTANT: System configuration changes made since the last successful
startup will be discarded.

Original Configuration
some other hardware profile

Use the up and down arrow keys to move the highlight
to the selection you want. Then press ENTER.

To switch to the Last Known Good Configuration, press 'L'.
To Exit this menu and restart your computer. press F3.

Did you quote the notice accurately? Does it really say, "IF your
system...."

Regarding the shutdown issue, it sounds like something running in the
background may not be shutting down properly which then causes Windows not
to close. If my guess is correct, you should be able to identify it using
this technique:
