Unable to surf the Internet

Hi there!
I've got XP Home Edition installed on my computer. The problems start when
I'm trying to surf the net. Whatever I use - IE or Maxthon (I didn't try
FireFox on this PC but I'm sure the results would be the same) I having the
same problem. I'll try to describe it although it's not easy.
The only time that I can open any web page is when I restart my PC. Then,
after sometime, I cannot open anything apart of the parts of the website that
is already opened. If I try to visit any new web page I'm getting "Action
canceled
Internet Explorer was unable to link to the Web page you requested..."
message. The only thing I've found is that in properties of the new page I'm
trying to open the Address (URL) is a sort of
"res://C:\WINDOWS\system32\shdoclc.dll/navcancl.htm#http://login.passport.net/uilogin.srf?id=2"
instead of "http://login.passport.net/uilogin.srf?id=2". At the same time I
can visit Google at anytime. The examination of connections doesn't bring
anything - it seems to be working properly. In fact the other programs
(except Outlook Express though) are communicating with Internet - getting
updates, downloading and uploading files etc. Ashampoo FireWall is configured
not to block IE and Maxthon and besides it has been installed well after the
problems began.
I'd really appreciate if anybody could help me in anyway.
P.S. To post this I had to restart my PC although I was on the Microsoft’s
website.

Here are a few things to try:

NETSH

Click Start, Run, type:

cmd

Click OK

At the Command Prompt, type:

netsh winsock reset

Press Enter key

Now type:

exit

Press Enter

Restart the system

You can also try this:
