unable to start window 2000

when I try to start my desk top, window 2000 will tell me it is started,but
it never start it keep turning the monitor off and then back on and the whole
start up processes start all over again
 
Looks like your mbr maybe corrupt...trying reinstalling windows on top of
windows.....
