unable to start programs .exe

Help!!!
I'm running XP PRO
I down loaded Spy Bot and ran it then :--
I cannot start any programs.
I cannot get into regedit
I dont know how to get into system restore because I keep
getting the message
"this file does not have a program associated with it for
performing this action. Create an association in the
Folder Options control panel"

I've tried renaming Regedit.exe to Regedit.com to no
avail.

I don't know how to start in Safe Mode or if this would
help.

I can only use my Hotmail email account,

If you get everything fixed, you may then have to go back into spybot and use

Go to www.dougknox.com and one the left take 'Windows XP Fixes'. Near
the bottom of the left column is 'File Association Fixes' which will put
the immediate matter right. You have a nasty that6 had inserted itself
to be called before passing the buck to the program: when that was
removed the link vanished
