unable to start PC

when i try to turn my pc on, it automatically goes to a
black screen asking me to either:

start windows normally
safe mode
recent configuration
.....etc

no matter which one i choose the computer shuts down and
restarts before Xp has loaded up????

is this a virus or some other problemm?? please help me
