Unable to specify destination folder when downloading

Hi.
When I download from a website, IE doesn't give me the
option to save to a nominated folder and I can't find a
setting anywhere which will let me control this.
Any ideas ?

What version of IE are you using?
What is your internet connection?
What OS and version are you running?
