Unable to Setup Windows XP Home Edition

Not sure if this is the right newsgroup or not but I am attempting to install
XP home on a PC running Windows 98. The Win98 OS came pre-installed and I
can't find the original CD. The Windows XP is an Upgrade and each time I
start the install process I receive the following error:

"Windows XP setup could not load the setup configuration. Your XP setup
files may be damaged or unreadable."

Not sure if this message is saying that the Win98 configuration files are
bad or that a file on the CD is bad.
Any help would be greatly appreciated.

Not sure if it makes a difference but are you booting from the XP CD and
then trying to upgrade 98 or are you booting into 98 then starting the XP
upgrade?

The message is saying the XP setup files are damaged - on the CD. How that
happens I have no idea.
 
I will try booting from the CD on Sunday and will post the results.
