unable to send or recieve messages error

I am unable to send or recieve messages in my Outlook
express. I have the verison windows xp. But i can go
online to netmail. verizon.net, and go in that way to
retrieve them.
I pulled up a page Microsoft Knowledge base article
195458. This is excately what i have. The connection to
the sever has failed. account '127.0.0.1',
server:127.0.0.1', protocol:SMPT,Port110, Secure{ssl}:No,
socket error:10061, error number:0x800CCCE. I have also
got the numbers, in my incoming and outgoing
67.243.251.147 and 68.134.98.76
OLEXP: Unable to send or recieve messages with
Dr.Solomon's netguard installed. 1. Who and what is
Dr.Solomon netguard?
2. I have tried the resolution and more information
described in the symptons. None of this has done a dam
thing. I have tried numberous of times, to fix this, and
now i need your help, to what to do. Also at the end of
the ariticle, it doesn't apply to windows xp.

SYMPTOMS
When you attempt to send or receive messages using
Outlook Express, you may receive any of the following
error messages:

The connection to the server has failed.
Account: '127.0.0.1',
Server: '127.0.0.1', Protocol: SMTP, Port: 110, Secure
(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E

The connection to the server has failed.
If you then view the Internet Accounts dialog box, you
may see a new news account and a new mail account both
named "127.0.0.1." These new accounts may now be
configured as your default mail and news accounts. If you
try to alter these settings, your changes may not be
saved, and the "Access the Internet using a proxy server"
setting in Microsoft Internet Explorer may automatically
be enabled when you restart your computer.
CAUSE
This behavior can occur if Dr. Solomon's Anti-Virus
Deluxe NetGuard program is installed on your computer and
is configured to monitor downloads from the Internet.
When you configure this program to monitor downloads, new
default mail and news accounts are created in Outlook
Express.
RESOLUTION
To best resolve this issue, use the steps contained in
the "Net Guard Troubleshooting Guide" for Dr. Solomon at
the following McAfee Web site:

As an alternative, you can work around this issue, by
restoring your original mail and news accounts as your
default accounts. To do so, follow these steps:
In Outlook Express, click Accounts on the Tools menu.
Click the Mail tab, click your original mail account, and
then click Set As Default.
Click the News tab, click your original news account,
click Set As Default, and then click Close.
Quit and then restart Outlook Express.

You may also experience the behavior described in
the "Symptoms" section when you install Norton AntiVirus
2000. To resolve this issue:
In Outlook Express, click Accounts on the Tools menu.
Click the Mail tab, click Server, and then change the
incoming mail server from 127.0.0.1 to the correct server
name.
Remove and retype your user name and password.
Quit Outlook Express, and then start it again.

Check your OE settings via Tools/Accounts, check with your ISP if necessary,
don't worry about Dr. Solomon (if you don't have it installed), follow the
steps provided if you have Norton installed......

Set Outlook Express as default mail client - Start/Run and type in:
MSIMN.EXE /REG

Restore OE to the E-mail List in Internet Options (Row 9)

Enable Reinstallation of Internet Explorer or OE (Line 114)

Re-install Outlook Express - Click Start, Run and enter %SystemRoot%\Inf.
Locate the MSOE50.INF file. Right click it and select Install.
