Unable to send mail

I am unable to send mail, can receive. Apparently, the outgoing gets stuck
in my out box. Here is the latest error message:
The connection to the server has failed. Subject 'Re: Post removal Salado

What do I do?

OK, so you are using a government-hosted mail server, but are you connected
directly to their network? Or, are you sending this mail from home or
anywhere except the office?

ISPs block connections to port 25 for any mail servers except their own, for
security reasons. So if you're not actually connected to your government
network, that server and that port combination just won't work. Incoming
mail isn't affected this way - just sending.

Contact the IT group that created your mail account for the proper settings
for port numbers. SSL may or may not be required.

I often suggest creating a gmail account and using that for the sending
server, since it will work from anywhere. However, yours being a
government account, there may be legal requirements for you to use their
servers.
