Unable to send mail

I get this error message:

Tilkoblingen til serveren mislyktes. Emne '', Konto: 'pop.start.no', Server:
'smtp.start.no', Protokoll: SMTP, Port: 25, Sikker (SSL): Nei, Kontaktfeil:
10061, Feilkode: 0x800CCC0E

What does this mean? Is there something wrong in my settings? I can
receive mail, but not send mail.

It would have been helpful if you had provided an English translation
of that error message. Most of us here are not fluent in Norwegian.

When you got that error message, was your Internet connection being
provided by Start.no? If you were on a laptop away from home, please
