Unable to select only ONE cell in excel 2007 at 70% page layout zo

I think this is a bug, but when I open my excel document, and I wanted to
select certain fields, I resized the document in page layout form and shrunk
it down to 70%. When I tried to click on a single cell, I get 3 extra cells
selected at once, within a single column. No matter what I do, I cannot
select a single cell. Anyone else see this problem? When I go back to either
60% or 80% zoom view, everything is fine, I can select a single cell.

This was all done in page layout form, it exists in new documents as well,
so I am sure it is a bug for 2007.
