Unable to see deleted files in recycle bin

I used the files and settings transfer wizard to move all
of my stuff from my old pc to my new pc. This seemed to
work great, but now my recycle bin appears to not be
working. Whenever I delete something I'm unable to view
it in the recycle bin--it's just empty. I've checked all
the properties and even adjusted a few to see if I could
get it back to normal, but to no avail. I've tried SFC
and everything checks out normal.

Any ideas?

There is a reg hack which will turn off the "send to recycle bin" feature
when we delete file with-in Windows Explorer. However, I you delete files
within a DOS Windows (CMD), the file is gone and not placed in the Rcycle
bin.
