Unable to "relay"

When I use outlook 2003 (from office pro 2003) at home wifi works fine, but
when i go off somewhere and send email I get a "cannot relay" message and to
"see administrator". I am the administrator on my computer, and i have no
trouble receiving email. I am using Norton security. I believe this is a
security setup problem, but can't figure it out. Thanks.

When you go elsewhere, are you still connecting to your ISP to send and

Yes, I believe so. How do I check this?

What "somewhere else" do you go to? At home you would be automatically
connecting to your ISP, if you're elsewhere and connecting say to a hotspot
that internet connection may not be the same as your ISP.
If you try to send email via your ISP but are not logged in from your
laptop, you would get an error.
