Unable to recognise any USB device

I have never had problems connecting and up/downloading info from my Camera,
GPS, Phone, or MP3 player when connected to my PC with the USB ports. One
day, I switched my PC on, tried to dowload data from my GPS and got the
following message;

'One of the USB devices attached to this computer has malfunctioned and
Windows does not recognise it. For assistance in solving this problem,
click this message.'

In the device manager I can only see 'Unknown device', and anywhere I look I
get the message that drivers have not been installed. This applies to all
of the items listed in para 1. I have tried changing USB cables and ports,
restoring the system to a date when they all worked, reinstalling the
software for the GPS unit, and searching through other forums. Still I can
find no solution to the problem.

I am running XP Home with SP2. I have downloaded no new programs from when
the items worked, and when they stopped working.

Any advice would be very much appreciated because my only other option is to
do a complete re-install:(

I didnt fancy reinstalling the drivers - anything for an easy life - so I
followed the advice regarding switching off and unplugging the power
chord.........it worked first time.

Thank you very much, I am now a much happier man than I have been for the
last few days.
