unable to perform remote shutdown

i have a problem of bieng unable to perform a remote shutdown of a particular
computer on a workgroup not a domain.
by using the computer management tool, i right click to choose connect to
another computer and choose any computer in the workgroup. after doing so and
moving to the computer manager of the specified computer i right click the
icon of the computer manager of the pc only to find the following message
win32:access denied
i looked in the group policiy inside the security policiy of the accessed
computer to make sure that i am able to perform a remote shutdown by adding
the network group tp the remote shutdown cat. and i also added my pc to the
same cat. through the workgroup, and also made shure that i was also able to
perform the system shutdown from the same security policiy of the targeted
computer and then saved it using gpupdate. but, with all that done the same
message came up.

any one help please

Please try the following,
1) start the commadn line
type "net use \\remotecomputername\ipc$
/user:remotecomputername\administrator *
2) Enter the password of remote computer's administrator
3) Once you successfully authenticate enter the following
shutdown -s -m \\remotecomputername -f
